I ran full settings before on a 3070 and was doing what was fine for me, which wasn’t always 60fps but I was ok with that. 4070 is way above so you should be fine considering rest of computer is good with RAM, etc, of which I recommend 32GB of memory. to me using a rtx 3070 + ryzen 5 5600 the game is completely unplayable with fps drop, stuttering like hell, low gpu usage, high cpu usage, drop and stutter when moving the camera, walking, running, driving or just aiming the gun. the game is completely shit now and it's sad bc I want to play so much. night city is broken and dogtown is much worse. The other graphics settings basically don't matter when you have max RT enabled, especially since the 1.5 patch where volumetric fog and clouds got much more efficient (turning them down buys me maybe 3-4 FPS when I'm in the 60-70 range at 3440x1440 and DLSS Performance, which is not worth the quality drop IMO), so just max them out.
